The proposed agreement would use a two-tiered rent structure, with rental rates limited by median income in the Southern Gulf Islands and upper income limits; the Galiano Island Local Trust Committee directed staff and legal counsel to draft it with renter eligibility limits based on low to moderate income limits determined periodically by BC Housing.[1]

The direction followed a staff report that said legal counsel considered the proposed wording consistent as a whole with the affordable-housing policies of the Official Community Plan.[1]

During discussion, the minutes record comments that the Southern Gulf Islands were the closest scale for reliable income data for Galiano, and that a mix of units could allow affordability even if not all units were subsidized.[1]

The committee also discussed what would happen if project funding did not come through. The minutes record that the proposed development requires both zoning and subdivision approval, and that a covenant restriction could prevent subdivision registration until funding is granted.[1]
