The proposed Galiano affordable rental housing project would move from rezoning to subdivision, detailed design and a building permit before construction, which was estimated at 18 months. Applicants and consultants outlined the project at a July 4 community information meeting on proposed bylaws 276 and 277.[1]

The minutes say rental units would be prioritized for Galiano residents and Indigenous Peoples, and that average rents would be set at or below 30% of before-tax median income in the Southern Gulf Islands Electoral Area. The applicants said the housing agreement would provide one layer of affordability, alongside an operational plan for tenant selection.[1]

Residents asked whether the project could guarantee deeply subsidized units for people on fixed incomes. The applicants said that would depend on the funder: if BC Housing funded the project, its definition would apply; with another funder, that funder would define deep subsidy. They said GIGARHS intended to provide subsidized units.[1]

Questions about water included how demand estimates were developed and whether existing water problems had been considered. The response said the water management plan used CRD values, rural residential values and data from an equivalent scenario on Mayne Island; it also cited a hydrogeologist’s assessment and a third-party review, and said the source well had not been shown to have adverse impacts.[1]

The applicants said they had agreed to long-term water monitoring for the life of the project. The minutes also record a response that the project well was unlikely to have a major effect, while noting that existing water issues could have other causes.[1]
