The revised proposal for Crystal Mountain would limit daily use to 27 people in Area A and three in Area B, reduce the maximum number of tent platforms in Area A from five to three, and cap overnight retreat users in both areas combined at 20. The Galiano Island Local Trust Committee gave the amended Bylaw No. 257 first reading on July 4, 2022.[1]
The committee also directed staff to amend the bylaw to include a maximum four days per year with a daily use limit of 60 people, as presented in the July 4 staff report. Chair Dan Rogers opposed that motion.[1]
The committee directed staff to schedule a Community Information Meeting on the application. A motion to schedule both a community information meeting and a public hearing was defeated, with Trustee Tahirih Rockafella and Chair Rogers opposed.[1]
During discussion, the minutes record that Crystal Mountain Society had applications for two water licences and that its septic system application had been approved. The minutes also record that the society continued operating while its application was pending under a standing resolution from July 2020.[1]
At town hall, people raised concerns about water supplies, forest fragmentation and the timing of a community information meeting; support was also expressed for the proposal as an opportunity to preserve Galiano’s forests.[1]
