Galiano groundwater bylaw report deferred to November
Trustees will use the additional time to consider Development Permit Exemption ‘p’ after the public hearing on proposed Bylaws 283 and 284.

The Galiano Island Local Trust Committee deferred its post-public-hearing report on proposed Groundwater Sustainability Project Bylaws 283 and 284 to its November meeting, giving trustees time to consider Development Permit Exemption ‘p’.[1]
Staff said an amendment to the exemption could be made after the public hearing, but a new public hearing would be required if the committee needed more information from First Nations or community members.[1]
The proposed bylaws were given First Reading in March 2023.[1] During the community information meeting, staff said the proposed bylaws had been referred to the Ministry of Water, Land and Resource Stewardship, but no response had been received.[1]
Staff said the proposed bylaw sets a minimum pumping duration of 12 hours, while the provincial “Guide to Conducting Pumping Tests” states that typical pumping tests have minimum durations of 24 to 72 hours unless stabilization of the pumping water level occurs.[1]
Trustee Lisa Gauvreau provided draft amended wording stating that activities for the preservation, restoration and safeguarding of Indigenous cultural heritage and archaeological sites would be exempt from acquiring a development permit if carried out in collaboration with or under guidance from appropriate First Nations.[1]
The committee’s next regular meeting is scheduled for November 8, 2024, at the Galiano Lions Club Hall.[1]
